Situation
With regard to data handling, there are various initiatives within the Federal Administration that need to be adapted to the specific context of the FDHA General Secretariat (GS-FDHA). These include, among other things, an adapted data governance framework and a data strategy. Furthermore, strengthening internal data literacy is essential for the efficient and purposeful use of data within the FDHA.
Course of action
Building on an existing role model used within the Federal Administration, a department-wide data governance framework is to be developed together with the Data Stewards of the offices within the FDHA, incorporating both normative and educational elements. This framework is to take into account the specific conditions of the GS-FDHA (e.g. existing data governance structures and roles within the offices, as well as tasks relating to the FDHA's enterprise architecture).
Result
Interviews with all Local Data Stewards of the FDHA provided a detailed overview of the opportunities and challenges of cross-organisational data governance. The documents produced help to clarify responsibilities and lay the groundwork for synergies within the department.
Looking ahead
In particular with regard to shared data infrastructures, the full potential has not yet been realised. This requires coordination among the various stakeholders.
